The Ministry of Health of the Republic of Lithuania is the institution that exercises executive powers, http://www.sam.lt/sam/m/m_images/wfiles/iqzbkv23.gif
carries out State administration functions and implements State policy in the health care sector.
Its mission is to form and implement a cohesive health policy that ensures public health, high quality health promotion activities, and rational use of resources.

Protection, inspection of healthcare resources and prevention of fraud and corruption within the healthcare sector are undertaken through legal acts and administrative measures in Lithuania . The functions of the Division of Economic Control are defined by the order of the Lithuanian Minister of Health, and it will:

  • carry out anti-corruption assessment and inspection of the activities of the Ministry and inter-related institutions
  • prepare recommendations for the Minister of Health and ministerial staff in order to ensure that legal requirements are met
  • monitor and analyze information as regards to fraud and corruption
  • counter fraud and corruption in the health sector

Hospital audits are also carried out as a preventive measure for monitoring records and accounts.

Nevertheless, there are several institutional bodies with a national responsibility to fight against fraud and corruption. The Financial crime Investigation Service (under Ministry of Interior) is responsible for gathering information and investigating suspicious monetary transactions, money laundering and for submitting reports to the relevant bodies and providing recommendations to the financial institutions.

Additionally, the Special Investigation Service is an independent specialised law enforcement agency with the main responsibility for the prevention, detection and investigation of fraud and corruption related offences.
