HELFO currently has about 600 employees among the Main Office, 6 Regional Offices distributed throughout Norway, the Patient Referral Unit and a Service centre.

NAV (The Norwegian Labour and Welfare Administration)
The Norwegian Labour and Welfare Administration (NAV) plays a broad participatory role in Norwegian life, work and society administering a large proportion of the most important welfare benefits and social security schemes in Norway. Established on 1 July 2006 as a merger of three former organisations, The National Insurance organisation (state), The National Employment Service (state) and The Social Welfare System (municipal), NAV currently provides support and services to over 2 million users.
Responsible for administrating one third of the national budget, this includes benefits to insured persons who are unable to work, and benefits in case of sickness. The role of the NAV also includes reimbursement from medical practitioners, service providers, suppliers, pharmacists, dentists and polyclinics.
The main goals of the organisation are:
- to get more people into work and activities, and have fewer on welfare benefits;
- a well-functioning labour market;
- to provide the right services and benefits at the right time;
- to provide good services tailored to the users' needs and circumstances;
- comprehensive and efficient labour and welfare administration.
